L'AFCN et la NNSA organisent un symposium de trois jours sur la sécurité nucléaire

Ce matin, l'AFCN et son homologue américain, la NNSA, ont donné le coup d'envoi d'un symposium de trois jours sur le "Insider Threat Mitigation". Durant les prochains jours, plus de 200 experts issus de 50 pays différents échangeront leurs expériences en matière de lutte contre les menaces internes pouvant mettre en péril les installations nucléaires.

The United States Department of Energy’s National Nuclear Security Administration (DOE/NNSA) and the Belgian Federal Agency on Nuclear Control (FANC) will co-host a symposium on Insider Threat Mitigation in Brussels, Belgium on March 12-14, 2019. Insider threats are a concern for facilities that house or transport nuclear and radioactive materials. As a trusted person, the insider presents a unique problem for security systems because such an individual has detailed information about the facility, material and operating procedures and can take advantage of authorized access to bypass protection elements to perform acts of sabotage or unauthorized material removal.

In 2016, recognizing the international community’s need to address the insider threat, the United States sponsored Information Circular 908- Joint Statement on Mitigating Insider Threats (INFCIRC/908), which is now endorsed by 29 countries and INTERPOL.  This joint statement seeks to “build awareness of and acknowledgement that the insider threat is credible and that they pose a serious threat to the security of nuclear and radiological materials.”   For that reason, the goal of the International Symposium on Insider Threat Mitigation is to provide an international forum to discuss challenges to insider threat mitigation, share best practices, and encourage additional subscribers to INFCIRC/908.

“Effectively countering the insider threat is one of the greatest challenges faced by the nuclear security community” explained Lisa Gordon-Hagerty, Under Secretary for Nuclear Security of the Department of Energy and Administrator of the National Security Administration.  “This Symposium is an opportunity for the international community to share lessons learned and best practices on effective insider threat mitigation strategies. There is no room for complacency – we must remain aware and vigilant”.

Rony Dresselaers, FANC’s Director of Security and Transportation, adds “insider threat mitigation is also important in Belgium and in other European countries. We are proud to co-host this activity which will provide a forum for sharing best practices on this important topic”.

The three-day, working-level event for 200 participants will be highly interactive, using the latest polling software to enable each participant to share their opinions, and smaller group sessions for sharing best practices, challenges, and individual insights.  There will also be time to showcase key accomplishments achieved by INFCIRC/908 subscribers.  Participants will be encouraged to actively engage in interactive scenario-based discussion and debate the implications of policy decisions on insider threat mitigation.   On the final day, the participants will discuss and commit to future activities and actions to further insider threat mitigation efforts.
